حماية حقوق اللاجئين تعد من الأولويات الهامة في القوانين القطرية، تلتزم قطر بالتزاماتها الدولية تجاه اللاجئين وتلتزم باتفاقية الأمم المتحدة لعام 1951 بشأن حماية اللاجئين وبروتوكولها الاختياري لعام 1967، كما اعتمدت العديد من السياسات والإجراءات القانونية لضمان حماية حقوق اللاجئين وتوفير الحماية اللازمة لهم،  وفي عام 2018أصدرت قطر قانون اللجوء رقم 9 لسنة 2018، والذي يحدد حقوق اللاجئين وإجراءات تقديم اللجوء في البلاد وفقا للقانون القطري، يعتبر اللاجئ هو كل شخص يعيش خارج بلده الأصلي بسبب مخاوف تتعلق بالتعرض للاضطهاد بناءً على عرقه، أو دينه، أو جنسه أو جنسيته أو انتمائه السياسي، ولا يستطيع أو لا يرغب في طلب الحماية من بلده الأصلي بموجب القانون القطري تمنح قطر اللاجئين الحق في اللجوء والحماية من الترحيل إلى البلاد التي قد يتعرضون فيها للاضطهاد، كما توفر قطر للاجئين حقوقًا أساسية مثل حق الوصول إلى الرعاية الصحية والتعليم والعمل، علاوة على ذلك، تلتزم قطر بتوفير ملاذ آمن للاجئين وحماية حقوقهم بموجب القوانين الدولية.
