تعتمد البحرين والامارات على أثمان النفط ومشتقاته لتمويل النشاط الحكومي، وتتأثر أسعار النفط بشكل سنوي بقوى العرض والطلب في السوق العالمي، مما يؤثر بشكل مستمر على تنفيذ خطط وبرامج الدولة، نظراً لأن الموازنة العامة في هذه الدول عبارة عن توقعات تستند أساساً على تنبؤات ما قد تستقر عليه أسعار النفط، وهي مسألة لا يمكن أن تحقق الاستدامة المالية لهذه الدول.
لذلك فيتوجب على الدولتين أن تسعيان نحو البحث عن حلول مستدامة لتنويع مصادر الدخل وذلك من خلال تعزيز التنويع الاقتصادي عبر رسم سياسة ضريبية مناسبة، وهو ما تأتي هذه الدراسة لبحثه عبر تحليل وتقييم السياسة الضريبية في قانون ضريبة القيمة المضافة في الامارات والبحرين وتأثيرها على التنويع الاقتصادي بأنواعه المتنوعة وهي التنويع الإنتاجي والتنويع في الأسواق والصادرات والتنويع في الإيرادات.
Bahrain and the UAE rely heavily on oil revenues to finance government activities. However, the volatility of global oil prices poses challenges to budget planning and financial stability, as these countries' budgets are largely based on oil price forecasts. To ensure long-term financial sustainability, both countries are seeking sustainable solutions to diversify their income sources.
Therefore, the two countries should seek sustainable solutions to diversify income sources by promoting economic diversification through the formulation of an appropriate tax policy, which is what this study examines through the analysis and evaluation of the tax policy in VAT law in the UAE and Bahrain and its impact on economic diversification. By analyzing and evaluating the impact of VAT on economic diversification, this study aims to provide insights into how tax policy can contribute to more stable and resilient economies in these countries.
