ينتظم هذا البحث في تمهيد وثلاثة فصول علمية محكمة، تسبقها مقدمة ممهدة، وتتوجها خاتمة جامعة.
أما المقدمة، فتُبرز أهمية الموضوع، وإشكاليته، وأهدافه، والمنهج المتبع في معالجته، ويُعنى التمهيد ببيان المفاهيم الرئيسة، كتعريف الفتوى، وأركانها، والتمييز بينها وبين الاجتهاد والحكم الشرعي، مع بيان أثر تغير الزمان في الفقه.
ويتناول الفصل الأول موضوع الثبات النصي في الشريعة، وعلاقته بتغير الواقع، من خلال مبحثين: أحدهما يُبين مفهوم الفتوى والثبات ومجالاته، وأنواع الأدلة، والآخر يبحث في تغيير الواقع وتأثيره على ثبوت النص، مع أثر المقاصد في ضبط الفتوى المتغيرة.
ثم يعرض الفصل الثاني لضوابط تغير الفتوى، وأسبابه وحدوده، والتمييز بينه وبين التقلب أو التسيب، كما يناقش الفرق بين تغير الفتوى وتغير الحكم، مستعرضًا أقوال العلماء، وأثر الزمان في تبدّل الفتوى.
ويُختم بـ الفصل الثالث الذي يتناول ضوابط الإفتاء في النوازل المعاصرة، وأثر المؤسسات الإفتائية في التوجيه الفقهي، مع تقديم نماذج تطبيقية لمسائل تغيّرت فيها الفتوى استجابة للواقع المتجدد.
أما الخاتمة: فتجمع أهم النتائج التي منها "أن الفتوى تعبير عن فهم النص في ظل الواقع، لا مجرد نقل حرفي له"؛ والتوصيات التي منها" الاعتناء بتأصيل فقه التغير في الفتوى في مناهج التعليم الشرعي" ، وتليها الفهارس العامة.

The first chapter addresses the concept of textual permanence in Islamic law and its relation to changing realities, through two sections: the first explains the concept of fatwa and textual stability, their scopes, and types of evidence; the second discusses how shifts in reality affect the validity of texts, with an emphasis on the role of Maqasid al-Shari'ah (higher objectives of Islamic law) in guiding dynamic fatwas.
The second chapter explores the parameters governing the changeability of fatwas, their causes and boundaries, and differentiates this from mere inconsistency or laxity. It also discusses the difference between changing a fatwa and altering a ruling, citing scholarly views and the influence of time on the evolution of legal opinions.
The third chapter delves into the principles guiding fatwa issuance in contemporary issues (nawazil), the impact of official fatwa institutions in shaping legal discourse, and presents applied models of cases in which fatwas have evolved in response to changing circumstances.
Finally, the conclusion presents the key findings and recommendations, followed by general indices.
